Parish Finance Committee
In accordance with the provisions of Canon 537 there is to be a Finance Committee in every Parish of the Archdiocese of Armagh to assist the Parish Priest/Administrator in the administration of the temporal goods of the Parish.
The Code of Canon Law provides as follows:
- Canon 532 – In all juridical matters, the parish priest acts in the person of the parish, in accordance with the law. He is to ensure that the parish goods are administered in accordance with cann. 1281-1288.
- Canon 537 – In each Parish there is to be a finance committee to help the parish priest in the administration of the goods of the parish without prejudice to can. 532. It is ruled by the universal law and by the norms laid down by the diocesan Bishop, and it is comprised of members of the faithful selected according to these norms.
- Canon 1282 – All persons, whether clerics or laity, who lawfully take part in the administration of ecclesiastical goods, are bound to fulfil their duties in the name of the Church, in accordance with the law.
Status of a Parish Finance Committee
Subject to any provisions set by the Archbishop, the Parish Priest/Administrator is responsible for all the temporal goods of the Parish.
The Parish Finance Committee is an advisory body to help the Parish Priest/Administrator in the sound administration of the temporal goods of the Parish, and staff employment matters.
The Parish Finance Committee assists the Parish Priest/Administrator by clarifying the issues and making recommendations, so that he is fully aware of all aspects of parish finances when making any particular decision.
The Parish Finance Committee will not be directly involved in the day to day management of parish finance. The parish bank accounts and parish funds will continue to be under the control of the Parish Priest/Administrator.
Membership
(a) The Parish Priest/Administrator, Assistant Pastor(s) and Curate(s) (ex officio)
(b) At least four parishioners chosen and appointed by the Parish Priest/Administrator who should be honest, actively committed to the practice of the faith, of the highest integrity and competent in management and financial matters.
(c) The lay members of the Committee should be appointed for three years and may be re-appointed. Rotation should be phased over time to ensure stability and retention of experience and skills.
